Why can’t the primary care clinics pay their staff?
They bill insurance so revenue depends on patient volume because of the virus — primary care offices canceled all in-person care to reduce transmission. No patient visits, so no bills to insurance, so no revenue — means they can’t pay employees, so they get laid off.
